The Opportunity
I am recruiting for a SHEQ Advisor to join a well-established and growing utility and civil engineering contractor based in the West Midlands. This is a specialist role supporting the organisation's electrical operations, with a particular focus on low voltage works, NERS compliance, operational assurance and workforce competency.
The role would suit someone who combines a strong practical understanding of LV electrical works with SHEQ experience and is comfortable spending time out on operational sites, working directly with supervisors, project teams and operatives. You will play an important role in maintaining high standards across electrical projects while supporting the business with its ongoing NERS accreditation requirements.
The Role
As SHEQ Advisor, you will monitor and improve safety, quality and operational compliance across low voltage activities including cable installation, jointing, service transfers and de-looping.
Responsibilities will include:
- Carrying out SHEQ inspections, site audits and operational assessments across electrical and utility projects
- Auditing excavation, cable installation, cable jointing, service transfers and cable avoidance activities
- Monitoring compliance with risk assessments, method statements, safe systems of work and client requirements
- Assessing operational activities against LRQA NERS requirements
- Completing competency assessments for operatives undertaking low voltage activities
- Checking workforce competencies, authorisations, certifications and training records
- Reviewing Site Specific Risk Assessments and operational work packs
- Monitoring compliance with the Electricity at Work Regulations, HSG47, NRSWA requirements and relevant industry standards
- Investigating utility damage, service strikes, incidents, near misses and non-conformances
- Identifying root causes and supporting corrective and preventative actions
- Carrying out inspections of plant, equipment and tooling used for LV works
- Supporting operational teams through coaching, toolbox talks, safety conversations and compliance briefings
What I'm Looking ForThis isn't just a general Health & Safety Advisor position. A strong electrical and utilities background will be important.
Essential experience includes:
- Previous experience within utilities, electrical infrastructure or distribution networks
- Strong practical understanding of low voltage electrical works
- Experience of service transfers and de-looping operations
- Experience working within an LRQA NERS-accredited environment
- Good knowledge of NERS Scheme Rules and accreditation requirements
- Experience carrying out audits, inspections and operational compliance assessments
- Understanding of competency management within a NERS environment
- Ability to interpret technical drawings, utility plans and electrical documentation
- Experience investigating incidents and identifying root causes
- Ability to professionally challenge unsafe behaviours and working practices
- Strong written communication and reporting skills
- Confidence engaging with operational teams, supervisors and management
Qualifications & TrainingCandidates should ideally hold:
- A relevant electrical qualification
- Assessing Officer / Technical Advisor experience or qualification within NERS
- NEBOSH General
- EUSR Utility SHEA
- First Aid at Work
- Full UK Driving Licence
Desirable Experience
Additional experience in any of the following would be particularly useful:
- Previous experience as a NERS Assessing Officer or Technical Advisor
- Supporting LRQA surveillance audits or accreditation renewals
- Electrical distribution network standards
- Technical assessment of cable jointing, installation and LV network construction
- ICP, IDNO or DNO environments
- Development and delivery of operational competency assessments
- ISO 9001, ISO 14001 and ISO 45001 management systems
- Internal auditing
- Cable avoidance
Why Consider the Role?
This is an opportunity to join an established utilities and infrastructure business at an exciting stage of growth. The position offers a good mix of site-based operational SHEQ, electrical technical assurance and NERS compliance, rather than being a purely office-based Health & Safety role. For somebody coming from electrical utilities, ICP, IDNO or DNO background who wants to develop further within SHEQ and operational assurance, there is plenty of scope to make an impact.
